i tried installing a chinese plug in pack from winamp.com but that just translated some of the menu options into chinese, leaving my playlist and iD3 tags still in symbols.
I tried changing the font to a chinese font and that didn't fix anything
how do i get the playlist and the iD3 tags to show up in chinese properly?

I believe you have to change your computer's regional settings to Chinese in order for it to show Chinese ID3 tags.

Try this...
Assuming you are using the Default (Modern) Winamp Skin
Winamp Preferences->Skins->Modern Skins->Font Rendering
Unclick allow use of Bitmap fonts...
Replace with (use a font that supports multi-language eg. Arial Unicode MS etc...)

Have you tried installing the Album List plug-in?
It lets you choose different encodings (system default, trad. chinese, simp. chinese, japanese, korean) for the album list and playlist.
