my mom bought me the 2005FPW monitor for 750+ tax like 2 weeks ago
its now on sale for 550+tax ... can i get a rebate for this?

In my experience, no.
If the item hasn't shipped, they can cancel your old order and place a new order with the lower price. The other way would be to call them up (to let a CSR know about your situation), return the item and order a new one at the lower price.

No. I've tried for other things. They might not even price match something that you ordered but hasn't shipped.
In the early days, I bought a $1000 computer and the price dropped shortly after, and so I complained about the crappy service I got, and they gave me $100 credit back. But I don't think you they will do that anymore.
