Boxing Day has become a marketing thing more than the day for great deals it was in the past. The days of awesome boxing day sales are gone I think. Stores are full of people thinking 'it's Boxing Day, there must be cheap stuff' so there's less pressure to create actual great deals that would cost the store margins.

Your mom used to be right but the law changed a few years ago to allow stores to open legally on the 26th. Before that many stores would open illegally on the 26th.
