Any travelling agent here? When is the cheapest month to travel? End of Jan? End of feb?

Not that I'm a travel agent or anything, but off-season is completely dependent on where you want to travel.
NA -> Southern NA (ie. Mexico, Florida, etc)
July, August
NA -> Northern/Eastern Europe
January, February
NA -> Australia
July
Basically, why are you travelling to a locale? Most people don't travel to Mexico for the snow, or Whistler for the heat. So, pick the times when the temperature feature is at its least attractive (Southern climates, the terrible summer, northern, the terrible winter) and look at it's differential to the temperature you're in now (if you're in full blown winter, and you're flying to comfortable summer, you'll pay more than light summer to comfortable summer).
Basically what I'm saying is that it all depends on where you live, and where you want to go.

I would say.. November or Feburary is a good time
