As topic says.. can it? I need to send $700 HKD to someone in HK. I check that PP doesn't has this currency. So how? He says he can take CAD or USD.. but it has to convert to $700HKD. Other than PP, how/where can I send it fast and free? Is there any fee on his side to receive payment? What are the fees? What other options do I have?

int'l money order would take a while since it's a weekend. just send in USD and let the guy convert it. you need to compensate for the paypal fee because they take 3% or whatever. and he might have a bank conversion fee so...

How much is CP's registered mail to HK? Does it include tracking?

even pay pall will take a long time... b/c get this... It still takes 5-7 days to transfer the money to your bank account. It takes longer for International people.
you could do a money gram. Instantly send cash anywhere in teh world!

Since you mentioned Moneygram (https://www.emoneygram.com), if we pay using this service and the seller decides to scam you, can you get your money back via chargeback with the credit card company .. or would they chase you with collection agency letters like with BidPay?
