its there anyway to convert bad quality video into better quality? like the video is too small, so when i play the video on my tv, it looks really bad, almost not watchable. any idea, thanks.

Sorry but in many cases regarding video, GIGO applies. You could try some filters, but they won't do much.

I don't think there's much you or anybody else can do about that. Aside from scaling the video to make it bigger hence a bit easier on the eyes, you can't make the lost quality of the video appear out of thin air.

When bad quality video is bad because of certain chronic errors (static, banding, colour shifts, etc) it's pretty easy to clean it up. But what you're describing is just too little data. You can't blow up a postage stamp to the size of your wall and expect it to still look normal, and you can't make data out of nothing.
