I'm a little bit out of my element here.

I'm looking to build a relatively simple website.

Basically one main page with some sort of menu on the left, click an item on the menu and it changes the information in the main window (rather than opening a new page). I also need one of these main window options to be a basic form, that when it is 'submitted', the results get emailed to me.

All of that being said, I have no idea what I need to do all of that. I'm looking at basic hosting options, and wondering if:

scripting: client side Javascript / VBScript free

Flash free

that would be good enough, of if I need:

server side Microsoft ASP, ASP .net support free

Perl, Python, PHP, CGI support free

Tomcat / JSP support $6.88 / month

Hope that makes some sense.

You want frames... but please dont use them.. frames are EVILLLLLLLLL

Submit form, you can find scripts out there that'll do it for you

The hosting will work fine

For a beginner website, it doesn't get easier than MS Frontpage. You might not get a sleek site, but it'll be decent. If your host supports Frontpage extension, then it's even easier.

I remember building my first website with Frontpage years ago. I've learned a lot since then, but it was a good starting point.

The first one? Javascript/VB Script/Flash? Or the second one with all of the server side stuff?

Frontpage... shudder..

If you really want to get into it, use Dreamweaver. A little more complex, but good if you want to learn what you're doing.

As for frames, I agree, frames and popups are evil.

For the email on submission you probably want server-side scripts. I doubt you want to send the email via the client email system.
