I'm pretty sure they're just scams that offer simple solutions that you can do yourself (i.e. metatags).

Legit one does more than that.

Usually, they contact the business and offer the service. In order to get higher rank in Google, you need to be clicked through them a lot from different IP. I guess they can generate dummy clicks from many different IP addresses.

How would that differ from someone using an anonomyzer service and just clicking your site again and again.

Perhaps there's more that can be done (I am far from an expert on this) however aslong as someone is willing to spend the time (or hire someone at min wage to do it) they could duplicate what those services offer.

p.s.

I've been told before google will also take into consideration how many sites link back to you so it might pay to create a bunch of free websites with your url and to post it in as many signature files as possible.

I use to have a page rank 4 domain, basically i stated off from 0 to gain ranks on google you basically have to have your link to your website to other website the link should be on pages which higher ranks, which will make you gain ranks, Good companies have high rank pages such as a pr of 6 etc. which they put your link in, also if you noticed what people do at the bottom of there website they write all theese keywords to gain more spots on the search engine, hope it help3d eZz
