When I was 17, I had a RBC and a TD Bank account... both without my parents cosigning.

If you do not have a drivers licence or passport you may find it difficult to open up an account.
Picture IDs are a requirement nowadays at banks.

Back when I was in grade 11, I went to Scotia Bank and got the "Getting there Savings" account here (http://www.scotiabank.com/cda/content/0,1608,CID477_LIDen,00.html)
I just brought my birth certificate, piece of mail, student card, and I got an account right on the spot (by myself) after filling some papers.
