There's a tap in the back of my folks' townhome, and when it's turned on, there seems to be some kind of leak where the foundation meets the brick line.

Since it's dark outside, I'll have to wait 'til morning to see if there's a tiny hole or something ( plus everything will be dry then ). But, what would cause this? A burst pipe? I'm fairly sure my folks didn't close the stoptap for it during winter. The place was built in late 2003, and they told me they've never used that tap before.

Likely a burst pipe. Check with your parents - they might have closed the inside valve but not drained the line. The pipe may be burst where it goes through the brick or just on the outside of the brick wall. If you are at all handy with copper pipe plumbing this is pretty easy to replace.
If it is really a burst pipe then it won't matter whether or not the outside valve is open or closed, it will leak anyway (as long as the inside valve is open).
It is possible but unlikely that the outside valve has developed a crack.
Go close the inside valve right now or it won't be dry outside in the morning because it will continue leaking all night!

So It only leaks when the exterior tap is on?
Sounds like it's leaking down the wall from the tap
on the inside.
If the line to the tap was leaking it would be leaking even when
the tap isn't on.(in fact more)
