Hey I am on cogeco, and using bit torrent i get AWFUL download and upload speeds, max about 5kB/s when it used to be 100 - 300kB/s depending on # of seeds (back in december, just started using bt again). Whats wrong? I trried changing ports, etc.... nothing!

they use a packet shaper which shapes network traffic so that priority is given to certain traffic types.

that happend to me when i used cogeco. it was great for months then recently it just plained sucked. the torrent could have awesome seeds and it still go slow. the only thing i found worked were sites that required membership, then i could get files really fast.

Cogeco started this "packet shaper" thing a few months ago in Hamilton. Basically limited upload to 10k/s and changing ports does not solve anything. Really kills your ratio on BT. Looks like they considered their Hamilton test a success and are now rolling it out to other regions.
I got the warning too, and also at about 900% of the soft cap (15GB). It was before the packet shaping when I was uploading at a good rate. My understanding is it is the high upload that gets you noticed. I was over 70GB uploaded the month of my warning letter.
I'm testing Sympatico now and am quite happy with it. The DL may not peak as high as Cogeco, but it is still quite good, and I can get 60-70k/s UL. Once my free Sympatico ends I plan to try and get a good rate (e.g. $30/month) and cancel Cogeco. Only pain is that I have used my Cogeco email addresses for 5+ years.
