really slow uploading slow...

For anyone to help you, they'd need to know a lot more.

What ISP? What kind of service? What are the expected up/down speed of your service? Is the service brand new or is this just happening suddenly? Is anything in the computer new or is this just happening suddenly? How slow is slow? etc etc etc.

my upload rate from ISP is 1.5mb! I can upload file to ftp and large email attachment fast! but for some reason, transfering file in msn messenger is very slow~~

Most likely it's due to firewall issues. Either at your end or the recievers end.......

Read the help on msn will show you which ports it uses to send recieve files make sure these ports are patched accordingly.
