Touchpad Scrolling Help plz

I used to be able to scroll with my Toshiba A10's touch pad by running my finger along the right side but I was looking at some options yesterday and now I can't scroll anymore? How do i change my options back so i can scroll??

Usually in the control panel mouse settings.

You can also try uninstalling the Touchpad drivers in the Device Manager and then reboot your computer.

Let the laptop detect and re-install the touchpad drivers.
