1. If you mean the Half Life 1 based version (1.6 now iirc) then it's US$10 thourgh
www.steampowered.com. Or you can go down to your local store and buy a copy of Half Life in the bargain section for about $10 - $15. Then you install Steam and add your Half Life key to your steam profile (you don't actually install the Half Life software from the CD). You'll get Half Life, CS, DOD and a few other things too.
Of course there is CS:Source which is the Half Life 2 based version. This costs about US$20 or so.
2. Updates are automatic through the Steam client. There are no announced plans for a "CS 3" atm.
3. Your best bet is to try it out at your friend's place first. It's lots of fun if you like that kind of thing and more so if you play online with friends.
