Default 2 back lines at the sides when watching HD Express Vu? Help!

I have a Toshiba HDTV. When I watch TV with Bell Expressvu 6000 with HD on, I get 2 thick black lines on the side using component video. What's up with that? My TV won't even allow me to change the picture size.

When I watch it through S-video with regular definition, I get a full screen and my TV allows me to change picture size.

Please help and thanks!
