Starting November 24, sign up for their new holiday cash back promotion and make one qualifying purchase. From then on through December 2, every purchase you make is eligible for 5% in cash back! Each purchase has a maximum cash back amount of CAD and you'll get a maximum of $200 CAD back throughout the entire offer period.
This offer will not be applicable on purchases of pre-orders, gift certificate payments, gift card purchases, automatic and/or recurring payments.

View allYou will have to keep calling again again and again until you get the right agent who understands what's going on. They may tell you they will investigate and call you back in 48hrs. Well, they never will call you! You have to call them.
I won't do this 5% rebate thing again next year.
First of all, as many have mentioned, since it was set up as a preapproved payment, it doesn't count toward this promo. I also had a $583 MS purchase for an xb1, 2 pairs of headphones and an extra controller. So much for that 5% cash back ($20max). If you check your paypal profile and check the preapproved payment section, you will see Microsoft there I didn't think anything of it initially, but now I see how it is a problem with this promo.. I think they do it that way, so they can charge you partial amounts as the various items leave the various warehouses (assuming they leave more than a few days apart). So that way if there are any back-orders, you only get billed for the stuff that ships, and not for the back-ordered stuff until it ships.
It was listed in the terms and conditions, but didn't even assume this would be one of those cases:

Anyhow, then one of the MS controllers was defective. Called in and they said they would contact me for an exchange. After a few days, still no word so I called back.. The woman was apologetic, but mentioned that she would escalate it, and then I would get the info to return the controller, and once they got the controller, they would evaluate to see if it would be replaced... I was dumbfounded.. Most big companies either send advance replacements and ask to ship defective unit back, or cross ship. So bascially the xmas gift would have been a valentines gift, by the time I got a replacement Needless to say, I told her to change my request to a return and refund instead of an exchange, and bought another controller locally on sale. Took them close to another week to get me the info to send back my defective unit and then another week to process my refund.. This was the first and last time I deal directly with the MS store..
If that doesn't work my only alternative is to contact Microsoft and have them correct the details of the payment with Paypal (not sure if it's worth it for $20, but I hate being scammed). It does seem that Microsoft is at the root of this with their "Billing Agreement" BS on the transaction they submit to Paypal, but Paypal should recognize this and put in place a procedure to correct the error rather than just screwing over every Paypal customer (soon to be ex-customer) that fell into this legaleze trap.
And in terms of email support, there's no category/subcategory that this would fit under.
F this, I'm just going to dispute it.
Paypal is a big liar.

Update: Had a clueless rep. Didn't even know what promo I was referring to had to explain to him 3 times. He kept mentioning Shop.ca promo or MS promo. I was like nope. It is from Paypal from Nov 24 - Dec 4 you get 5% cashback on all purchase after 1st one. After a long while on hold. He came back and said okay I will credit you that amount. So I guess it was better having a clueless rep as he didn't know anything about the billing agreement wouldn't count.
update: I called Paypal and the MS Store transaction are considered to be a payment arrangement and not a purchase thus was excluded from the rebate. I did tell the rep that it was a laptop and am able to send a copy of the invoice if required. The rep was pleasant and I did get the rebate in 5 minutes.
I received my cashback just now and it was more or less correct. The only surprise that I noticed was that some of my purchases were not converted to CAD (billed to my credit card as USD), so I lost a couple dollars of cashback there.
$180USD was about $210CAD, which would have given me $10.50CAD (using $210) cashback as opposed to the $9.00CAD actual (using $180)
Purchases from Newegg and Shop.ca as well as donations through CanadaHelps all qualified. $45 and change back, not bad at all.
