You first need to go to ebates.ca and sign up for an account. Then click their Dell Canada 'Shop Now' link from their site.
That's it. Once you're on Dell's site by clicking the ebates.ca link to them, any purchases you make will be tracked by ebates.
So just make your purchase like normal.
Not long after your order is confirmed by Dell, you should see the 10% cashback in your Ebates account.
Disable your ad blocker before clicking the dell link from ebates. It can interfere and you might lose any cash back credit.

MS store seems to have a good deal every so often (at least more often than the rest) tho the catch is, the sale are almost always laptops and its not like you always need a laptop or even a new one every year. Dell hasn't really had any great deals for a while (at least i haven't ordered anything there) and this "sale" was pretty much the same. If you compare Dell Canada vs Dell US, you'll see much better deals @ US side and happens more often (so for those living near the border, potentially much better deals).
I could get it down to $1425 - 10% ebates.

Do you think 1599 - 100 -10% Ebates, So is this the best price on this?
If you don't like the product and work with CS, they'll email you a label = Free; takes a bit of time, troubleshooting and verifying your setup etc. etc. etc. (be prepared to spend 1 - 2 hours & it's YMMV).
Mistake Buy = YMMV (most of the time = Not Free)
Anyhow I ordered two XPS 15 i7 4k 256gb. On the first day they were on for a decent price. Looking forward to the Purolator delivery end of the month. Hopefully sooner.
For those interested in the "day 1 deal" on the xps 13, the price is back down:

Still undecided if I want to deal with Dell anymore but I do love their products.
The new one 2015 version is built very sturdy. Crafted out of a solid aluminium body
These guys (Dell, HP, Microsoft, etc) are spending more time on the sales banners than making real deals to get people to buy.
Just my two cents worth.
This deal only has half the memory and drive for $1150-$75 coupon + 10% ebates

Appreciate it. Any pros/cons?
Laptop 1: worked fine, HD died a few years back.
Laptop 2: still working after 8 years, battery holds no charge anymore though. Recently updated to Windows 10. Video card fried during its first year: was replaced on warranty within a week.
Laptop 3: battery doesn't hold a charge but it's about 6-7 years old. Still works fine.
Desktop: still working about 14 years later. XP SP3 kind of killed its performance though lol.
