BTW... my Aukey was also making a whining noise during it's first cycle of charging other devices. I never heard it during the second. I've heard this from other electronic devices... forget what it is, capacitor squeal?

The 4300 mAh battery unit was turned off. The 4400 mAh battery was in an operating device but during the night with only WiFi enabled and a very low intensity night clock running on the screen. I can't see that from preventing a full charge on the second device let alone draining another 3300 mAh of potential reserve capacity.
I only paid $26 CAD so I'm not too concerned and had expected some inflation of stated capacity but a third?

Phone makers they make charger to their specific phone and capacity of the battery within the phone it self to handle charging. Taking the same charger to charge something with a capacity of 13000mh is pushing the limit of the charger.
Yeah...that's why I bought their wall charger as well...
You will need a powerful wall charger to charge big capacity battery pack like these.... Something 2amp or higher...
Using any phone charger will put load on it causing it to heat up... Mostly phones are 1amp or 2amp...
Make sure you are using at least 2amp charger to charge the power bank...when I used to have htc 1amp charger, it would get so hot like it was melting...then I started to borrow brother's one+ 2amp charger...it would also get quite warm... After I bought the Anker 2 port IQ charger and problem solved...this is my main charger I use to charge...zenfone2, htc one m7, Asus tablet, Anker E4 power bank, Aukey quick charge 2.0 power bank and iPhone 5s....highly recommend
