It sucks a bit, though not as strong as more expensive units. If it's your ONLY shop vac in a house and you do a lot of woodworking or vacuum your garage floor regularly, you'll find it very Under-powered. I don't expect it will last 20 years: Some cheapo plastic hinges on it will crack soon enough.
It does pick up water well and its smaller size makes it not too heavy when filled with water (20 kg or so).
WOuld I buy again? Yes.

Shop vacs are used outside unlike a regular vacuum but can be used inside. It can clean up spills of oil, wood chips, dirt, anything as it is a container with a hose on it, thus the litre/gallon measurement of the container. This is the maximum it can hold. Useful for renovations because it can pick up nails or broken glass that most household vacuums are not recommended to use as it can damage the vacuum hose or container over time.
To answer your question. I have one of these little devices and I personally like it. I had a big shopvac, but having a small house, it was big, clunky and overkill for what I needed it for. I needed a shopvac to vacuum out my car and some other very small light duties. Such as cleaning up the cat box area, minor dust from painting/other little reno projects and this little guy works great.
It stores easy, and is easy to drag around due to it being small.
Does it work as good as a 100000000HP 7000000000 GAL shopvac? Nope.
Does it vacuum my car out nicely. Yep!
Worth 30 bucks to me.
I personally own a Ridgid one and would recommend that brand.
